Smart D&M (also known as Smart-Tec) was a tiny Taiwan-based Original Design Manufacturer (ODM) who manufactured laptops and LCD monitors. Their website (smart-tec.com.tw) has wayback machine archives going back to 1999. The company seemingly went out of business in 2000 or maybe 2001 (when their website went down). They specialized in manufacturing highly modular and easily upgradeable laptops.
